A fake profile is a “profile”, this is just a photo… saying a company creates fakes profiles for using a promotional photo could be misleading. It doesn’t seem like a serious article published by a reliable source. I recommend to substitute the term “fake profile” by “promotional photos”.
I personally wouldn’t like to be featured in the homepage if I was registered, for privacy issues.
